New Policy report published for CIPD

Ewart Keep has published a policy report for the Chartered Institute of Personnel and Development (CIPD) on the concept of employer ownership of the skills agenda and how this is progressing. The report is entitled Unlocking workplace skills: What is the role of employers?, and it focuses on three aspects of the employer ownership agenda: apprenticeship reform, the reform of vocational qualifications, and the employer ownership pilots. It argues that employer ownership is an interesting and important concept, but that attempts to implement it are not proving easy.
