European Higher Education Policy: What is its Relevance for the United Kingdom

The introduction of student loans and means-tested tuition fees in the UK has had a significant effect on the relative situation of the European Union students. This paper explores how these changes impact on reciprocal agreements that govern the mobility of students within Europe and the organisation and funding of research activities. The paper argues that decisions concerning higher education in the UK cannot be made without an awareness of the European dimension.
